Quad Cities Metropolitan Enforcement Group (QC MEG) – Deputy Director (2002-2003 & 2005-2007)

As Deputy Director, I was responsible for a multi-jurisdictional drug task force made up of anywhere from nine to as many as twelve contributing agencies from Scott County, Iowa and Rock Island County, Illinois.  I managed and supervised ALL aspects of complex narcotic investigations. Managed annual budgets of over $1 million dollars and maximized revenue opportunities, with 2005-2006 record revenue performance years, exceeding 35% in new revenue!  I initiated goal setting to manage performance and increase overall team productivity.
Through my collective years of narcotics experience, I was recognized as a 14th Judicial Court Drug Expert and testified in cases as needed.

  • Sheriff’s Department – Internal Affairs

    (1998-2003) As Sergeant and Administrative Supervisor, I was entrusted for the assignment of Internal Affairs Investigator for all investigations involving allegations of potential rules, regulations, policies and procedure violations. I represented management on all investigations that proceeded to binding arbitration or a Merit Commission hearing, successful in all hearings. Under Sheriff Mike Huff, I was assigned Internal Investigations as needed.

  • Sheriff’s Department Standard of Operation and Procedures Manual

    As Lieutenant, I was assigned to author and/or update the entire Rock Island County Sheriff’s Department Operations Manual. This included, but not limited to: the jail and annex Standard Operational Procedural Manual; relevant policies to be compliant with the American Correctional Association’s (ACA) certification; the rules, regulations, policies and procedures for the Rock Island County Merit Commission.

  • Sheriff’s Department Standardized Performance Evaluation

    Created and initiated a standardized performance evaluation system for correctional staff at the Rock Island County Jail as well as the deputies of the Rock Island County Sheriff’s Department. Evaluations were used for training and development and provided opportunities for feedback between management and personnel.
